CAESAR (Climate Adaptation and Economic Solutions for Adaptive Resilience) advances climate adaptation by measuring costs and benefits, identifying barriers to investment, and creating an enabling environment for private finance.

Our Mission

Climate adaptation is severely underfunded, and the financial burden already exceeds the capacity of public entities. But the impacts of climate change extend far beyond the public sector: businesses, households, health and safety are all increasingly at risk. CAESAR rethinks how climate risks, responsibilities and incentives are shared to help unlock greater private investment in adaptation.
